New Membership

A Prospective member may apply for membership by obtaining the application kit and completing and submitting the required forms.

The following forms must be completed by the applicant, signed, and forwarded to the Franchise Development Department. For the Europe region, completed and signed documents must be forwarded to the local MasterCard representative office.

  • Application for Membership and License(s) to Use Service Marks
  • ICA/BIN Request Form 658 for the various regions are available below, for principals only
  • New ICA Billing Set Up Request (Europe Only)
  • Billing Services Notification (Form 038), for principals only (Not Applicable to Europe)
  • Summary Reports Request (Form 234), for principals only(Not Applicable to Europe)
  • The appropriate license agreement

MasterCard Worldwide requires two signed original license agreements. For the Europe Region, two signed original license agreements for principals and three signed originals for affiliates must be submitted to the MasterCard local representative office.

Prospective members must submit the following regulatory and financial information:

  • Copy of the regulatory charter or the documents received from the applicable regulatory authority – For European applicants, the charter must be certified.
  • Annual Report or audited financial statements issued within the past 18 months. If the company is new, a balance sheet must be submitted.
  • Copy of the Certificate or Act of Incorporation (legal document or act establishing the company)(Europe Only)
  • Certificate of Good Standing from the home state regulator (Europe Only)

Prospective principal members in the US Region must also submit the following:

  • A national bank must submit a Certificate of Corporate Existence and an FDIC Certificate indicating proof of insurance.
  • A state bank must submit a Certificate of Good Standing from the home state of the bank and an FDIC Certificate indicating proof of insurance

The turnaround time for the approval of a new member application is generally 14 business days based on the receipt of compliant documentation.
